Vienna’s city-owned flats house about 500,000 people
Hook
About one flat in four in Vienna is owned by the city, and about 500,000 people live in them. Count all subsidised housing and the share goes towards half.
Claim
Vienna shows a city can be a lasting housing provider, but the headline share depends on the definition of social housing.
Story
Wiener Wohnen’s materials say about 500,000 people live in around 1,800 municipal complexes, and a 2022 presentation by a Wiener Wohnen official puts it at 220,000 council flats. The Local says roughly one flat in four in the city is a Gemeindebau. Broader subsidised and cooperative housing is cited as 43 percent of all flats in a 2018 article, and SBS says half the population lives in some form of social housing.

- No official 2024 figures were retrieved. State which definition you use and name the source.
- Critics, including the SBS piece, say the system is not equally fair to newcomers.
- Croatia privatised most socialist-era flats in the 1990s. This is recalled, not sourced.
- Needs a person-level story (a tenant, a Wiener Wohnen official).
Counterargument
The system is not equally fair to newcomers, and the headline number changes with every definition.

- Beč: oko 220.000 gradskih stanova i oko 500.000 ljudi u njima, otprilike svaki četvrti stan. Ako brojite sve subvencionirano stanovanje, brojka ide prema 43 do 50 posto. Zato uvijek pitam što se točno broji.

- Vienna: roughly one flat in four is city-owned, with about 500,000 residents. Include subsidised housing and the share is 43 to 50%, depending on the source. The definition changes the headline.
- A city as a long-term landlord is an incentive design, not a charity. What makes it survive changes of government?
